Kosiniak-Kamysz: Failing to Utilize SAFE Funds Would Be Treason

Poland’s Ministry of National Defense concluded the first phase of the EU’s SAFE program on Monday, securing 43.5 billion euros in loans to modernize the Polish Armed Forces and strengthen national security.

Operational Integration and Funding Deadlines

The Ministry of National Defense held a conference on Monday to summarize the first phase of the EU’s SAFE program. The meeting was attended by the military’s top leadership, including Chief of the General Staff Gen. Wiesław Kukuła, Operational Commander Gen. Maciej Klisz, and other key commanders of the Polish Armed Forces.

Under EU regulations, individual procurement contracts—known as single procurement—had to be signed by May 30 to qualify for funding. Future acquisitions after this date must be executed as common procurement, involving at least two participating member states.

Military Leadership Perspectives

Gen. Kukuła emphasized that the military must address equipment gaps resulting from nearly 30 years of underinvestment and significant donations to Ukraine, while simultaneously acquiring new capabilities. Operational Commander Gen. Maciej Klisz added that the program is an investment in Poland’s credibility, deterrence, and international standing.

Gen. Karol Molenda, head of the National Cyber Security Center, noted that 12 contracts funded under SAFE are critical for advancing cyber defense, artificial intelligence, cryptography, and autonomous military communications.

Defense Minister on Procurement Scale

Defense Minister Władysław Kosiniak-Kamysz highlighted that the ministry concluded 62 contracts worth 120 billion zlotys with the domestic defense industry in just three days, contrasting this with 97 billion zlotys worth of contracts signed over eight years during the previous administration.

Kosiniak-Kamysz characterized the failure to fully utilize the SAFE mechanism as a “crime” and a “betrayal” of Poland and future generations. He urged against downplaying the necessity of these investments, describing the program as a testament to an ambitious and aspirational Poland.
