Mazovia Local Governments Launch Regional E-Administration and Geoinformation Partnership

To modernize public services, 203 local government units in the Mazovia region have implemented integrated digital solutions and spatial data infrastructure using European funds under a regional partnership.

Digital Transformation and the Wrota Mazowsza Portal

The efficiency of modern administration increasingly depends on the quality of digital systems. In response, the Mazovian Voivodeship Board is supporting integrated solutions through the “Regional Partnership of Mazovia Local Governments for the Activation of the Information Society in the Field of E-Administration and Geoinformation” project.

The center of this transformation is the Wrota Mazowsza portal, which allows residents, entrepreneurs, and public institutions to access an extensive catalog of online services. The platform currently hosts 666 electronic services equipped with online forms, enabling users to handle official matters from home.

Modern Tools for Residents and Administration

Five specialized domain systems were implemented to activate the information society. These include Mieszk@niec for efficient communication with offices, wDialogu for social consultations, a Chatbot for accessing public services, Pr@cownik Online for HR self-service, and Dl@NGO to improve cooperation with non-governmental organizations.

These tools were designed to work synchronously with other local government IT solutions, ensuring automated data transfer and increased usability across the region’s administrative landscape.

Modernization of Spatial Data Infrastructure

The project focused on updating spatial data infrastructure to comply with national and EU directives. The automation of the Mazovian Spatial Information System (MSIP) standardized access to geographic information, making data exchange more consistent and reducing errors in updates.

Extensive digitization of state geodetic and cartographic resources was also conducted. This included updating datasets for land and building registries (958,600 ha), topographic objects (605,500 ha), utility networks (659,400 ha), and elevation grids (173,600 ha), while converting over 15 million A4 pages of documentation into digital format.

Topographic Mapping and Technical Infrastructure

A new IT system now enables the creation of 1:10,000 topographic maps based on the BDOT10k database, digital terrain models, and the National Register of Geographical Names. These maps support spatial planning, investment analysis, and crisis management.

The regional hub and partner infrastructure underwent a comprehensive hardware upgrade, including the installation of rack and blade servers, disk arrays, tape libraries, network switches, and UPS power supplies. This was accompanied by updated operating system licenses and enhanced antivirus and monitoring software to ensure data security.

Technical Support and Regional Impact

Technical and substantive support was provided by the Department of Digitization, Geodesy, and Cartography of the Marshal’s Office of the Mazovian Voivodeship in Warsaw. This included monitoring service availability, optimizing data use, and integrating domain systems.

Implemented under the Regional Operational Program for the Mazovian Voivodeship 2014-2020, the project has provided tools to support a knowledge-based economy and increase administrative transparency through a collaborative governance model.
