“Aktywny samorząd” is not a simple program but a conglomerate of various support forms, divided into three modules. Module I covers specific, expensive items across five areas: Transport (vehicle equipment and driver’s licenses), Equipment (electronic devices and software), Mobility (wheelchairs and prosthetics), Professional Activity (childcare support), and Home Ventilation (oxygen concentrator supplement). Area E has different deadlines than the rest.

In 2026, the application schedule is structured like a school calendar with specific time windows. Some tasks have strict criteria that cannot be bypassed, which determine whether an application passes the formal assessment.

Scoring Criteria in “Aktywny samorząd” 2026

Applications are evaluated on a points basis (up to 100 points). PFRON indicates preference will be given to certain applicants, and obtaining just 10 points is enough for implementation. However, the local government sets final criteria for half of the points, so “easy” doesn’t always mean “automatic”.

Module II – Funding for Studies and Tuition

This module concerns higher education and its costs, including tuition, textbooks, and educational materials. There are also “add-ons” for studying away from residence, but a motivational mechanism applies where the maximum amount is often not paid in full during the first years.

Module III – Funding for Housing and Rent

The housing module includes apartment modification for those unable to function in their current dwelling and rental support for graduates up to 36 months, with need to demonstrate employment after 12 months to extend. Funding decreases over time and is available only for those meeting specific conditions.
