Polish journalists uncovered a confidential PiS briefing that outlines the government’s stance on the disputed sale of land earmarked for the new Central Planning Agency airport.
PiS Arguments in the CPK Land Scandal
Polish journalists from Wirtualna Polska accessed a so‑called “day briefing” issued to PiS politicians. It contains the party’s official defense of the sale of a plot of land that was supposed to be used for the CPK airport development.
The briefing includes a note that the company that acquired the land had supported initiatives such as Campus Polska and the campaign of Rafał Trzaskowski. According to IAR reports, the company Dawtona issued a statement saying it is not a party to any transaction, and that the land belongs to Vice‑President and co‑owner of the company Piotr Wielgomasa, who bought it as a private farmer and tenant of Zabłotnia lands since 2008.
Content of the PiS Day Message
The briefing claims the plot was considered only for building airport components, not the entire airport – contrary to what many outside Poland hold. It also challenges the claim that the land is “strategic” as a “clear abuse”.
A third point cites a parliamentary inspection at the National Agricultural Support Centre (KOWR) and a notarial deed confirming the sale. The document allegedly shows that the land can be bought back at the selling price, contradicting the government’s narrative that the land cannot be recovered.
Wrong Public Perception
PiS argues that current KOWR director Henryk Smolarz introduced false public opinion. He is accused of misleading the public.
Inaction for Two Years
PiS alleges that for two years, no effort was made to recover the land. The party claims that former Agriculture Minister Czesław Siekierski, KOWR director, PSL MP Henryk Smolarz, and Deputy Minister Maciej Lasek all knew about the issue from 16 January, yet “did nothing”.
On 21 October KOWR reported that the sales agreement signed by the previous management, with the approval of the Agriculture Minister as of 1 December 2023, did not contain any provisions that would allow the execution of a rights‑to‑repurchase clause under the current factual and legal state.
What Happens Next with the CPK Land?
In August, KOWR attempted to demand the land’s resale from the owner, but the owner’s attorneys denied consent. KOWR’s general director promised immediate execution of the purchase right when possible.
On Thursday, the director said that, following the owner’s announcement that KOWR can use its repurchase right at any time, he had contacted the owner. Today he sent a letter asking whether the owner agrees to effect the purchase right.
Owner Piotr Wielgomas expressed willingness to discuss the sale, with talks scheduled for 5 November.
