The European Commission has launched an unprecedented simplification program involving twelve legislative omnibus packages, aiming to overhaul corporate regulations and deliver €37.5 billion in annual savings for European businesses.

Unprecedented Regulatory Overhaul
Starting in 2025, the European Commission initiated a major simplification program consisting of twelve legislative omnibus packages. Three packages are already in effect, including an ESG reform that exempts approximately 80 percent of companies from non-financial reporting obligations.
The two most recent packages, published on June 24, 2026, introduce significant changes to cross-border taxation and product labeling standards. These initiatives are projected to save European businesses a total of €37.5 billion annually.
Strategic Tax and ESG Reforms
The Taxation Omnibus is set to abolish withholding tax on dividends, interest, and royalties between EU companies, a move expected to generate €5.3 billion in annual savings. Meanwhile, the ESG revolution has reached a milestone with the implementation of Omnibus I (CSRD/CSDDD) in March 2026, significantly reducing the administrative burden for the vast majority of firms.

While the EU+zero rule has been adopted, the speed of implementation remains critical for the competitiveness of Polish enterprises, particularly regarding tax and digital frameworks. Poland faces a complex landscape where rapid adaptation is essential to avoid potential economic pitfalls and capitalize on emerging opportunities.
