The Polish Senate has passed a government-backed amendment to the Public Benefit and Volunteer Work Act, doubling annual support limits for non-profits and introducing new administrative reforms for civil society.

Legislative Progress
The Senate approved the amendment to the Public Benefit and Volunteer Work Act and the Gambling Act without changes, with 64 senators voting in favor, none against, and 28 abstaining. The bill now heads to the president for signature.
Administrative Simplification
The legislation aims to reduce administrative burdens for non-governmental organizations and public administration bodies. Key changes include removing the mandatory requirement for financial contributions in public tasks, shifting the focus toward personnel or in-kind contributions.
Funding and Local Grant Reforms
The law increases the maximum value of “small grants” for local tasks from 10,000 to 20,000 PLN and raises the annual limit per organization from 20,000 to 40,000 PLN. Additionally, the project period limit is expanded from 90 days to a full calendar year.
Structural and Symbolic Changes
The Public Benefit Organization Support Fund is being liquidated, with its resources transferred to the Civil Society Development Support Fund. The act also establishes the “Merit for Civil Society” badge and designates April 24 as Civil Society Day.
