EU Opens Second Accession Cluster for Ukraine

The European Union has officially opened the second negotiation cluster for Ukraine, focusing on foreign and security policy, while maintaining a steady pace in the broader accession process for both Kyiv and Moldova.

Progress in Accession Talks

The European Union has opened a second cluster of negotiations with Ukraine, specifically addressing the bloc’s foreign and security policies. This follows the opening of the initial cluster on fundamental issues just one month ago.

While Kyiv initially hoped to open all six negotiation clusters this July, member states reached a consensus to proceed specifically with the sixth cluster at this stage.

Steady Integration Despite Expectations

Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine, Taras Kachka, confirmed that the accession process remains on track. He noted that while expectations for a faster pace were high, there is satisfaction that all member states remain committed to the process without significant obstacles.

Kachka expressed hope that discussions regarding the remaining four clusters—covering the internal market, competitiveness, climate, and agriculture—would commence as early as this week.

Parallel Developments with Moldova

On Tuesday, the European Union also initiated the sixth cluster in accession talks with Moldova. EU Commissioner for Enlargement, Marta Kos, stated that this development covers external relations, including cooperation on defense and the mitigation of hybrid threats, effectively integrating both nations into the European security architecture.
