Warsaw Traffic Overhaul: ZDM Begins Issuing NC Parking Permits for City Center

Warsaw’s Road Traffic Management has started issuing new NC parking permits as part of traffic organization changes for the regenerating “Złota-Zgoda” district.

New Traffic Organization in the City Center

Due to the approaching completion of the “Złota-Zgoda” quarter redevelopment—including Złota, Zgoda, part of Jasna streets, and the square in front of the Dom Pod Orłami—the ZDM will launch the final traffic organization there in the first half of August. To accommodate resident access to properties located on these streets and a section of Chmielna accessed via Zgoda and Five Corners Square, the issuance of NC identifiers has begun.

A pilot program for these solutions was previously established with the NC entry permit around Five Corners Square. These documents will now apply to a larger area including the new streets, bringing new access rules to Złota, Zgoda, and Chmielna starting next month.

Permit Eligibility and Access Control

Permits are issued to residents, entrepreneurs, and institutions operating within the designated zone who possess parking spaces, granting them access. Event organizers, renovation crews, and maintenance service providers are also eligible for entry permits. These vehicles will gain access to an area that will ultimately feature automatic access control.

Other motorists are directed by ZDM to nearby parking spaces on surrounding redeveloped streets—largely reserved for resident pass holders and suppliers—as well as multi-space parking facilities at and beneath Plac Defilad, Plac Powstańców Warszawy, and the Centrum metro station.

Project Scope and Public Space Transformation

This is the largest project implemented under the New Warsaw Center investment scheme, involving the thorough redevelopment of 2.5 hectares in the strict city center since 2024. Work on the aforementioned area will conclude in the coming weeks, while the final section around the National Philharmonic will be ready by autumn.

The goal of these changes is to introduce a resident-friendly public space focused on greenery, water, and pedestrian zones. This is supported by the underground parking garage beneath Plac Powstańców Warszawy, which opened last year with 420 spaces, alongside a dynamic sign system indicating available spots there and at Plac Defilad.

Implementation and Application Process

Appropriate traffic organization signs will be installed at the entry points of the permit zone, alongside automatically rising bollards that will lower for residents after license plate scanning or card use. Officials are currently testing these systems while focusing primarily on informing stakeholders and processing permit applications efficiently.

Residents are advised to handle their permit applications in July rather than waiting. Applications can be submitted digitally online, though the physical permit must be collected in person, with detailed regulations available on the municipal website.
