Changes Afoot for the 2024-2030 Domestic Violence Program Over Funding

Changes are coming to the Government Programme for Combating Domestic Violence for 2024-2030 regarding financing. Government Plenipotentiary for Equality Katarzyna Kotula is working on changes to increase the funding allocated for its implementation.

Information regarding work on a draft resolution of the Council of Ministers amending the resolution on the establishment of the Government Programme for Combating Domestic Violence for 2024-2030 has appeared in the list of legislative and programmatic works of the Council of Ministers. The focus is on increasing funding allocated for the implementation of tasks in the area of combating domestic violence in the years 2026-2030.

Scope of Increased Funding and Justification

The increased funding is set to concern several key aspects. As emphasized in the justification, this will contribute to increasing the safety of persons experiencing domestic violence and meeting standards at an appropriate level, mainly regarding specialized services provided by specialized support centers for persons experiencing domestic violence, as specified in the applicable legal order.

As indicated, the amount of additional funds was calculated by the Government Plenipotentiary for Equality based on information submitted by voivodes.

NIK and GREVIO Recommendations

Changes regarding the increase in financing result, among others, from an audit conducted by the Supreme Audit Office (NIK). The audit revealed an insufficient amount of financial funds allocated for the implementation of statutory tasks related to combating domestic violence.

Meanwhile, the GREVIO committee, monitoring the implementation of the Council of Europe Convention on preventing and combating violence against women and domestic violence, pointed out another area that the Council of Ministers must address. The committee recommended reviewing the level of expenditures to address shortcomings in the provision of specialized support services and shelter for persons experiencing domestic violence, as well as increasing financial resources allocated by the government for actions preventing and combating all forms of violence against women.

The draft resolution is scheduled to be adopted by the government in the third quarter of 2026.

Key Provisions of the Domestic Violence Program

The main objective of the program is to increase the effectiveness of combating domestic violence and reduce the scale of this phenomenon in Poland, which is to be achieved through targeted actions.

The program defines four basic areas containing directions of action. The first is prevention, diagnosis, and social education. Another is protection and assistance for persons experiencing domestic violence. The third area concerns impact on persons applying domestic violence. The fourth part of the program is related to raising competences, developing, and improving the skills of services and representatives of entities implementing activities in the field of combating domestic violence.
