Indictment Filed Following ABW Investigation
An indictment against Belarusian citizen Vitalij S. was filed in court on July 27. The case is the result of an investigation conducted by officers of the ABW Delegation in Lublin under the supervision of the Lublin Regional Division of the Department for Organized Crime and Corruption of the National Prosecutor’s Office. The man now faces trial for preparing an act of sabotage aimed against the security of Poland.
Vitalij S. worked as a bartender in one of Lublin’s restaurants, according to press spokesman for the minister-coordinator of special services Jacek Dobrzyński. Investigators established that the man meanwhile cooperated with foreign intelligence, contacting them via the Telegram messenger. The ABW recalled that this is another case where sabotage operations on the territory of Polish soil were commissioned via this platform.
Reconnaissance of a Large Warehouse in Chełm
According to Dobrzyński, evidence indicates that the 28-year-old prepared a plan to set fire to a massive, large-surface warehouse located in Chełm. Foreign intelligence instructed him to reconnoiter this facility. The man also recorded a video depicting himself there and subsequently handed it over to his handler. The ABW determined that the Belarusian received remuneration in cryptocurrencies for this. However, he did not manage to carry out the arson itself because his plans were thwarted by the ABW.
Detention and Legal Charges
Vitalij S. was detained on August 13, 2025, and has remained in custody since then. The prosecutor presented him with charges of preparing for a qualified espionage offense specified in Article 130, paragraph 8 of the Penal Code. The man will also answer for the possession of narcotics, an act specified in Article 62, paragraph 1 of the Act on Counteracting Drug Addiction. He faces up to eight years of imprisonment.
