Heated Day in the Sejm: Immunity Revoked, Russian Missile Scrutinized, and NFZ Disputes

Action unfolded in the Polish parliament as recent Sejm deliberations focused on key topics including new military findings regarding the Russian Kh-101 missile, payments and financing of drug programs within the National Health Fund (NFZ), political clashes surrounding hate crimes, and a series of important legislative votes. New MOD Findings on the Russian Kh-101 Missile

Deputy Prime Minister and Minister of National Defense Władysław Kosiniak-Kamysz informed the Sejm and the public about details concerning the Russian Kh-101 missile that violated Polish airspace and fell in the area of the village of Tarnawa-Kolonia in the Lublin Voivodeship. Military Gendarmerie specialists determined that the missile was manufactured in the second quarter of this year in a factory near Moscow.

The Minister of National Defense emphasized that current production used in attacks against Ukraine indicates the depletion of Russian war reserves. Kosiniak-Kamysz detailed the operation to scramble F-16 fighter jets from the base in Łask and raise air defense systems to the highest state of readiness. In connection with the incident, the Polish Ministry of Foreign Affairs summoned the Ambassador of the Russian Federation.

Ministry of Health Fends Off Allegations: Drug Programs and PLN 1.8 Billion NFZ Reserve

Deputy Minister of Health Tomasz Maciejewski assured in response to parliamentary questions that the financing of drug programs remains a key priority for the Ministry of Health and the NFZ. He corrected public reports regarding possible cuts, explaining that the confusion stemmed from settlements of over-performances for the first quarter.

Currently, 142 drug programs are financed, and the number of patients benefiting from them increases by approximately 30 percent annually. According to an NFZ ordinance, PLN 1.8 billion from the general reserve was unlocked for 2026 to cover unlimited health services, and PLN 15 billion was secured in contracts for drug programs alone.

“Zero Tolerance” for Hate Crimes – Ministry of Interior’s Stance

Deputy Minister of Interior and Administration Czesław Mroczek announced an uncompromising fight against hate crimes motivated by prejudice. Presented data shows that the number of such offenses increased from 761 in 2024 to 1,018 in 2025 (an increase of nearly 30 percent).

The Deputy Minister addressed the alarming beating of a Ukrainian couple in Wrocław, reporting the rapid identification and detention of suspects. The police established a special task force, and the Prosecutor General maintained the operation of a dedicated hate speech team. Mroczek also warned against organizations impersonating services under the pretext of “border protection.”

Revolution in E-Registration: One Million Recovered Visits and New Specialties

The Deputy Minister of Health summarized the current results of the Central e-Registration system. So far, 3.6 million visits have been scheduled through the system, and thanks to automatic SMS reminders, one million canceled appointments were recovered—half of which concerned cardiological visits.

Starting August 1, the catalog of initial specialist visits available through the IKP will be significantly expanded to include endocrinology, nephrology, pulmonology, angiology, and infectious diseases, among others. The ministry simultaneously assured that urgent cases and hospital treatment under the planned e-queue will be processed according to existing rules and excluded from the queuing mechanism.

EPPO Request and MP Wojciech Król’s Immunity

The Sejm Regulations, Parliamentary Affairs and Immunity Committee reviewed a request from the European Public Prosecutor’s Office (EPPO) to lift the immunity of MP Wojciech Król (KO). The Committee voted in favor of stripping the MP of his immunity while opposing his provisional arrest. The matter concerns threads related to proceedings in the Tramwaje Śląskie company. MP Król and his legal representative refuted the charges, pointing to procedural flaws in the EU prosecutor’s request.

Parliament also passed an amendment to the Environmental Protection Law prepared by the Ministry of Climate and Environment. The new regulations grant citizens and organizations the ability to challenge air protection programs (and their absence) in administrative courts without the need to prove an individual legal interest. The regulation aims to compel voivodeship local governments to more effectively implement remediation plans in areas with exceeded pollution norms.

Changes in Emissions Trading for the Aviation Sector

MPs voted to pass a bill amending the law to support sustainable aviation (246 votes in favor, 22 against, 177 abstentions). The act aligns Polish law with the EU ETS directive, gradually eliminating free allocation of CO2 emission allowances for air carriers and promoting the use of alternative fuels. The bill will now go to the Senate for consideration.

KNF Supervision over Bank Management Boards

Among the passed regulations was also a bill increasing the powers of the Polish Financial Supervision Authority (KNF). The KNF will gain direct authority to issue approvals for the appointment of management board members of commercial banks operating on the Polish market, which is intended to contribute to the stability of the financial sector.
