Changes to 800 Plus and a New Pension Model: Morawiecki’s Proposals Unveiled

The Rozwój Plus association, led by Mateusz Morawiecki, has presented a new package of demographic proposals in Poland featuring parental allowances, family pension contributions, and modifications to existing child benefit programs.

The Rozwój Plus association, headed by Mateusz Morawiecki, has presented proposals regarding the improvement of the demographic situation in Poland. Among the most important ideas are changes to 800 plus, the introduction of the Parental Salary, and the Family Pension Contribution.

Improving demographics is set to be one of the main goals of the circle gathered around the former prime minister. During the inauguration of the association’s activity, solutions were presented that, according to the authors, are intended to support parents and change the way the pension system is viewed.

A New Beginning Around Morawiecki

At noon on Friday, the “Rozwój + Wy” event began, which was the previously announced meeting of Mateusz Morawiecki’s Rozwój Plus association with supporters of his political formation. The meeting took place in the shadow of a split within PiS. During the event, debates were organized devoted to security, demographics, and the future of the right wing. Talks involving politicians from various backgrounds and speeches by Mateusz Morawiecki also took place.

Demographics at the Center

During the inauguration of the association’s activity, the former prime minister noted that one of the group’s most important goals will be to improve the demographic situation in Poland. For this reason, a package of proposals was presented to address this problem. The most important demands include the Parental Salary and the Family Pension Contribution.

Parental Salary Instead of Some Existing Programs

One of the main assumptions of the program is the Parental Salary. According to Biznes Interia, this would be a benefit in the amount of the minimum wage, intended for parents of children aged 0 to 3. The solution would have the character of remuneration. This means it would be subject to taxes and social security contributions, providing parents with the right to health insurance and pension contributions.

Liquidation of 800 Plus for Children Under 3

Funds for the Parental Salary would come from the liquidation of some existing programs. This concerns the “kosiniakowe” benefit, “Active Parent”, and 800 plus for children under the age of 3. The cost of the program is estimated at PLN 40-42 billion annually, whereas after the changes it would amount to about PLN 23-25 billion.

The Problem of Lower Women’s Pensions

Representatives of the association assess that current solutions, such as non-contribution periods in ZUS for childcare, result in lower pensions for women. In their opinion, the new benefit would change this.

Family Pension Contribution

Another element of the program is the Family Pension Contribution. According to the proposal, one-quarter of a working person’s pension contribution would go directly to their parents—one-eighth to each of them. The remaining three-quarters of the contribution would still remain in the working descendant’s individual pension account.

The Rozwój Plus association presented a package of proposals concerning demographics, which included the Parental Salary, the Family Pension Contribution, and changes involving 800 plus for children under 3.
