Project Implementation and Background
On July 30, 2026, the Office of the Government Plenipotentiary for Persons with Disabilities officially announced that a free, 24/7 application has been launched and is already actively operating to facilitate communication and access to support services for individuals with disabilities. Additionally, a network of 16 regional support points and an AI-based Polish Sign Language (PJM) virtual translator exist to realistically remove everyday communication barriers.
The “Communication Center for Persons with Disabilities” project has been implemented since January 1, 2025, by the Office of the Government Plenipotentiary for Persons with Disabilities at the Ministry of Family, Labor and Social Policy. Its partners are two Warsaw-based organizations: the Polish Association of the Deaf (PZG) and the Polish Association for Persons with Intellectual Disability (PSONI), co-financed by the European Union under the European Funds for Social Development 2021–2027 (FERS) program.
Target Audience and Communication Standards
The main objective of the project is to provide ongoing communication services to persons with disabilities as referred to in the UN Convention on the Rights of Persons with Disabilities. Support is directed particularly to individuals with hearing, speech, and visual impairments, intellectual disabilities, mental health problems, and autism spectrum disorders, taking into account PJM, SKOGN, speech-to-text transcription, augmentative and alternative communication (AAC), and easy-to-read text (ETR).
Application Features and Remote Access
The Communication Center app is designed for deaf, hard of hearing, deafblind, blind, and partially sighted individuals, functioning 24/7 across Poland. It offers identity confirmation via the mObywatel app, allowing users to create accounts and verify their identity entirely remotely without visiting a Regional Communication Center.
Regional Centers and Comprehensive Support
The project establishes a main headquarters in Warsaw alongside 16 regional Communication Centers across Poland to provide direct contact between beneficiaries and specialists. As a comprehensive undertaking, it combines the 24/7 mobile and browser application with physical infrastructure, AI development, and remote registration to transform communication accessibility in Poland.
