Radical Hospital Audit Uncovers Severe Formal Negligence as Warsaw City Hall Takes Hard Control

Following a comprehensive audit across all municipal hospitals in Warsaw, City Hall has announced sweeping structural reforms, stricter physician work-time controls, and consolidated oversight to address systemic failures and legal infractions.

Severe Gaps and Formal Neglect in Capital Hospitals

An audit revealed drastic formal negligence and procedural flaws across municipal hospitals in Warsaw, prompting City Hall to implement tight controls, strict physician work-time monitoring, and centralized oversight.

Speaking at a Wednesday press conference, Warsaw Deputy Mayor Izabela Marcewicz-Jendrysik outlined the audit’s findings, noting that organizational fragmentation across medical facilities has resulted in highly diverse management systems.

Centralizing Hospital Oversight and Ending Incompetence

A key reform will consolidate the supervision of Warsaw hospitals into a single entity, transferring oversight from the Corporate Governance Bureau to the Health Policy Bureau.

The city will also establish a team of specialists to create standardized guidelines for health service tenders, aiming to fix incompetent contract valuation stages and prevent delayed contract renewals that threaten continuity of care.

Strict Physician Controls and Anticorruption Measures

Further changes include ISO quality management standardization, IT-based physician work-time monitoring, an internal auditor corps, and strict approval processes for commercial services.

Warsaw Mayor Rafał Trzaskowski divided the audit findings into three groups: systemic healthcare issues, mismanagement at Southern Hospital, and matters requiring investigation by the prosecutor’s office, while emphasizing that the audit did not evaluate patient treatment.
