New Support Model for Seniors
New support for seniors will operate differently than most benefits. Instead of money paid to an account or in cash, municipalities will organize support services provided at the place of residence. The draft regulation for the senior voucher program reveals who will have priority, what the qualification process will look like, what obligations seniors and caregivers will have, and when the new rules are set to take effect. The first services are scheduled to launch in 2026.
The draft regulation concerning the Senior Voucher Program has entered the consultation phase. The document defines the detailed rules for the functioning of the new support, including the method of applying for the voucher, the tasks of municipalities responsible for its implementation, and the financing rules of the program.
Legal Framework and Implementation Timeline
The legal basis for the senior voucher was introduced by the Act of June 11, 2026, on older persons and the coordination of long-term care. The provisions of this act will enter into force on August 7, 2026. However, this does not mean that the voucher can be used immediately. Detailed solutions regarding the implementation of the program, including support granting procedures, will be specified in the program and executive regulations.
The program is set to launch later in 2026. The draft regulation stipulates that in the first year of operation, municipalities will apply for funds exclusively for the fourth quarter of 2026. This means that the first agreements with seniors and initial services under the senior voucher are to be implemented before the end of the year, provided the regulation is adopted and enters into force as planned.
No Direct Cash Transfers
The senior voucher will be implemented in the form of support services organized by the municipality. The actual granting of the voucher will take place by concluding a free-of-charge agreement with the senior. This means the senior will not receive money in hand. Support will consist of providing specific services rendered at the place of residence by persons implementing the senior voucher. The condition for initiating the procedure will be the submission of an application by the senior to the municipality.

Priority Based on Needs, Not First-Come, First-Served
The draft regulation indicates that municipalities will not conclude agreements according to the order of submitted applications. When qualifying seniors, they will take into account the level of unsatisfied needs in basic daily living activities, the senior’s age, the amount of financial resources granted to the municipality, and the available scope of support services. This means that in the case of a large number of applications, priority may be given to older and most needy individuals.
Eligibility Criteria and Assessment of Daily Activities
Simply submitting an application will not mean automatic granting of support. The right to the senior voucher will be granted to seniors who have reached the age of 65, meet the citizenship condition, and fall within the applicable income limit. Currently, the average monthly income from the three months preceding the submission of the application cannot exceed 3,140 PLN. Additionally, the senior will have to undergo qualification. The basis for granting the voucher will be the assessment of the senior’s degree of independence in performing basic daily living activities. The municipality will check whether the senior can independently cope with movement, preparing meals, dressing, hygiene, taking medication, running a household, and social and physical activity.
Agreement and Service Provision
After submitting the application, the municipality will assess the senior’s needs and then make a decision to conclude an agreement. The agreement will specify, among other things, the scope of services, the number of hours of support, and the period for which the senior voucher will be granted. Only after signing the agreement will it be possible to start providing services.
The person implementing the senior voucher will provide services exclusively for the senior covered by the agreement. They will not be able to perform them for other household members, except in situations where a second senior with their own senior voucher lives in the same household and the nature of the service allows it. Before starting each visit, the caregiver will have to inform the senior what activities they will perform and how much time they expect it to take.
The person implementing the senior voucher will not be obliged to perform all services indicated in the agreement during a single visit. The scope of assistance will be adjusted to the current needs of the senior and the conditions prevailing at the place where services are provided.
Conditions and Service Restrictions
The senior will be obliged to provide the caregiver with access to the apartment or place of stay. In justified cases, the person performing the services may demand the removal of hazards making it difficult to perform duties, including isolating a domestic animal for the duration of the service provision.
While providing assistance, the caregiver will use the equipment located in the senior’s home, including basic cleaning agents, hygiene articles, and necessary equipment.
Execution Through Various Entities
According to the project, the program will be organized by municipalities. Services may be performed by social assistance centers, social service centers, other organizational units of municipalities, non-governmental organizations, social enterprises, rural housewives’ circles, and companies operating in the field of elderly care. The program will be financed from the state budget in the form of subsidies transferred to municipalities via voivodes.
Municipalities will be required to prepare reports including, among others, the number of support hours, the number of seniors covered by the program, the cost per hour of services, and the evaluation of senior satisfaction.
