EU Opens First Negotiating Cluster for Ukraine and Moldova

The European Union has officially opened the first negotiating cluster for Ukraine and Moldova, marking a significant milestone in the accession process for both nations following essential reforms.

A Milestone in European Integration

EU Commissioner for Enlargement Marta Kos described the event as a “mega-Monday” for the union’s expansion process. She emphasized that both Ukraine and Moldova have fulfilled their commitments regarding necessary reforms, stating it was time for the EU to keep its word.

The European Commission announced via X that negotiations have begun on the fundamental cluster, covering key areas such as the judiciary and fundamental rights, describing the move as a vital investment in peace and security.

Parallel Progress for Chisinau and Kyiv

The EU has also opened the first negotiating cluster with Moldova, allowing the country to begin aligning its domestic laws with EU standards. This process, which requires both nations to open and close six total clusters, proceeds in parallel with Ukraine’s accession track.

Ukraine applied for EU membership on February 28, 2022, followed by Moldova on March 3, 2022. Both were granted candidate status in June 2022. While accession negotiations formally began in June 2024, the opening of specific chapters had been blocked by Hungary until recent political shifts in Budapest.

Zelenskyy Hails Continued Progress

President Volodymyr Zelenskyy addressed the Intergovernmental Conference, stating that the progress of Europe cannot be stopped. He noted that Ukraine has completed its required work and called for the immediate opening of the remaining five clusters.

Zelenskyy also touched upon international diplomatic efforts, noting that he had discussed potential meetings with Russia involving the US and France on the sidelines of the G7. He expressed that additional pressure would be necessary if Russia continues to reject opportunities for meaningful dialogue.

Political and Moral Support

EU member states unanimously agreed to the start of the first stage of negotiations on June 12. President Zelenskyy expressed his gratitude to EU partners and the Ukrainian people, highlighting that this step serves as essential political and moral support for the country.

The Ukrainian leader underscored that Ukraine continues to do everything necessary to join the union, emphasizing that the country is defending not only itself but the shared ideal of a free and united Europe. He extended his congratulations to Moldova for their shared achievement.
