CBA Raids PESA Mińsk Mazowiecki in Corruption Probe

Officers from the Warsaw branch of the Central Anticorruption Bureau (CBA) conducted arrests and searches across the Masovian Voivodeship on June 16 regarding widespread corruption involving railway rolling stock maintenance contracts.

Raids and Evidence Seized

CBA agents executed search warrants at the private residences and business premises of the suspects on June 16, securing documentation and electronic devices. Further investigative actions were also carried out at the corporate headquarters of PESA Mińsk Mazowiecki.

Scope of the Alleged Corruption

Investigators allege a corrupt scheme operated between December 2019 and January 2024, involving employees of PESA Mińsk Mazowiecki and private contractors. The case concerns over 1,150 public procurement contracts with a combined value exceeding 28.5 million PLN.

Mechanism of the Criminal Scheme

The scheme involved company managers accepting financial bribes in exchange for leaking confidential information regarding planned tenders and exerting direct influence on the outcome of procurement proceedings.

Prosecution and Legal Proceedings

The Masovian Branch of the National Prosecutor’s Office for Organized Crime and Corruption has leveled formal charges against the suspects. The prosecutor imposed financial bail, police supervision, and non-contact orders; several suspects have already admitted to the allegations.

Authorities describe the investigation as ongoing and dynamic, with further actions planned. The CBA has issued an appeal for anyone involved in the corruption to contact the Bureau and utilize the non-punishability clause by disclosing all details before investigators uncover them independently.
