New Waste Disposal Rules Take Effect in Konstancin-Jeziorna on July 1

Starting July 1, residents of Konstancin-Jeziorna must adhere to updated waste management regulations, including new collection procedures for textiles and mandatory brown containers for bio-waste to ensure proper disposal.

New Mandatory Textile Collection

Beginning July 1, the municipality will begin direct collection of textiles and clothing from residential properties. Residents can now dispose of used clothing, bedding, towels, and other textile products without traveling to a collection center.

In single-family homes, these items must be placed in designated purple bags or labeled containers, which will be provided by the waste collection contractor. Collections will occur on a quarterly basis for both single and multi-family residences.

Strict Bio-waste Requirements

Property owners are now required to equip their premises with brown, high-density polyethylene (HDPE) containers for biodegradable kitchen and garden waste. These containers must meet PN-EN 840 standards and be clearly marked with a “BIO” sticker.

While brown bins are the primary method for collection, overflow from garden waste may be placed in sealed bags during peak periods. Residents who compost their own waste and hold an active exemption remain excluded from this collection system.

Adjusted Collection Schedules

The updated regulations revise the frequency of waste pickups across the municipality. While mixed waste, paper, and glass schedules remain unchanged for single-family homes, multi-family units will see increased kitchen waste collection frequency during the April-to-November season.

Bulky waste collection for multi-family buildings is now set for twice per quarter, while single-family homes will have bulky items collected twice annually. Christmas tree collection is also limited to twice per year.

Placement and Timing Protocols

Waste must be placed in visible, accessible locations before 7:00 a.m. on collection days to avoid refusal of service. For properties on private roads, waste must be moved to the boundary of the public road unless specific access agreements are in place.

Problematic waste, such as large appliances, electronics, and tires, must not be set out earlier than 24 hours before the scheduled collection time to prevent clutter in public or communal areas.

Municipal Oversight and Fees

These changes are mandated by the Konstancin-Jeziorna City Council to improve municipal cleanliness. The firm Jarper Sp. z o.o. is responsible for waste management, with the current monthly fee set at 46 PLN per person, rising to 92 PLN for those failing to meet segregation standards.
