Patriot Missiles for Ukraine: Government Claims Presidential Office Was Fully Informed

Deputy Defense Minister Cezary Tomczyk and Minister Władysław Kosiniak-Kamysz assert that the Presidential Office, including Zbigniew Bogucki and President Karol Nawrocki, received detailed briefings regarding the transfer of Patriot missiles to Ukraine.

Detailed Documentation Provided to the President’s Office

Deputy Defense Minister Cezary Tomczyk stated that information regarding donations to Ukraine was presented during the National Security Council committee meetings held on February 17 and March 24, with representatives of the National Security Bureau in attendance.

Tomczyk added that on April 9, the head of the Military Counterintelligence Service, General Stróżyk, delivered a 16-page letter to Zbigniew Bogucki, head of the Presidential Office, detailing the transfer of the Patriot missiles.

Government Dismisses Security Concerns

The Ministry of Defense clarified that between three and nine missiles were transferred, representing a marginal portion of Poland’s arsenal that does not impact national security. The action was coordinated with the NATO Secretary General at the explicit request of the United States, with assurances that additional combat assets would be deployed to Poland if necessary.

Dispute Over Presidential Oversight

Defense Minister Władysław Kosiniak-Kamysz accused the President’s associates of misrepresenting Nawrocki’s knowledge of the transfers. He noted that the matter was discussed at Security Committee meetings and that the NATO Secretary General held direct talks with the President regarding the equipment.

President Karol Nawrocki responded on social media, asserting that he discusses many topics without reaching formal conclusions and suggested the government take full responsibility for its decisions. In return, the Ministry of Defense maintained that the government bears the responsibility for military modernization and that the President is regularly informed of such actions.

Conflicting Claims on Notification Protocols

Presidential spokesperson Rafał Leśkiewicz argued that there is no established procedure for directly informing the President about specific equipment donations. He claimed that mentioning a topic during a security committee meeting does not constitute a detailed or formal briefing.

Bartosz Grodecki of the National Security Bureau added that decisions regarding equipment transfers are made in classified proceedings that do not require consultation with or participation from the President, characterizing attempts to link the President to the process as unauthorized.
