Artist Social Security Bill: Ensuring Coverage, Not Funding Careers

During Thursday’s parliamentary session, Culture Ministry head Marta Cienkowska outlined the government’s proposed social security bill for artists, emphasizing that the focus is on insurance continuity rather than career subsidization.

The Scope of the Proposed Legislation

The Sejm has officially initiated the first reading of the government’s bill regarding social security for individuals performing artistic professions. Marta Cienkowska clarified that the legislation is designed to exclude casual or episodic artistic work, targeting only those who earn their living through consistent, professional creative activity.

Defining Professional Status

To qualify for the new artist status, applicants must demonstrate documented professional achievements and ongoing practice. This status will be granted for a five-year term, with the possibility of extension to eight years, serving as a primary safeguard against misuse of the system.

Insurance Contribution Mechanics

The system will provide state-funded supplements to social security contributions directly to the Social Insurance Institution (ZUS), but only when an artist’s income falls below a specific threshold. This support is proportional to real income, meaning that as an artist’s earnings rise, state assistance decreases or ceases entirely.

Addressing Public Misconceptions

Cienkowska explicitly rejected claims that the bill would support high-earning celebrities or the wealthiest artists. The right to receive contribution supplements will be restricted to creators whose average income over the last three years does not exceed 125 percent of the national minimum wage. The projected annual cost for operating this system is estimated at 320–380 million PLN.
