Expanding the Principle of Silent Consent

The Act of June 11, 2026, aims to shorten waiting times for administrative decisions and reduce bureaucratic obstacles for businesses. By amending 17 different laws, the legislation expands the scope of “silent consent,” a mechanism where an agency’s failure to respond to a formal request within a defined period is legally interpreted as an approval of the applicant’s petition.

Under the Code of Administrative Procedure, a case may be resolved silently if a specific provision permits it. The process is initiated by the citizen or entrepreneur, and the matter is deemed resolved in their favor if the administration fails to issue a decision or file an objection within the mandatory timeframe.

Streamlining Key Public Services

The reforms target a wide array of administrative sectors. In alcohol license applications, municipal committees now have 30 days to issue opinions; silence from the committee will be treated as a positive outcome. Similarly, farmers seeking tax relief for agricultural land will benefit from a 60-day deadline, after which their request is considered granted if no decision is issued.

New regulations also expedite land reclamation procedures, where a lack of agency feedback within 30 days implies no objections to the proposed work. Additionally, emergency vehicle classification requests will be processed within 60 days, with automatic approval granted if the administration fails to meet this cutoff.

Impact on Business and Specialized Filings

The law simplifies tax arrears forgiveness, provided the amount does not exceed the minimum wage. In the transport sector, regular and special carriage permit negotiations are finalized if no opposing position is stated within 30 days. Conservationists and event organizers also see relief: failure to respond within 90 days for heritage vehicle entries or within statutory windows for mass event permits results in automatic authorization.

Entrepreneurs in the trust and company service sectors or the pawnshop industry can begin operations 45 days after submitting their application if the relevant authorities fail to process their registration. These measures are designed to ensure that administrative silence acts as a catalyst for efficiency rather than a roadblock to economic activity.
