Classified Information on Private Mailbox: Prosecutor’s Office Indicts Col. Krzysztof G.

The Warsaw District Prosecutor’s Office has indicted retired Colonel Krzysztof G. for failing to protect classified information and transmitting sensitive NATO data via a private email account.

Public Service and Legal Obligations

Retired Col. Krzysztof G. served as a public official from March 2008 to January 2022 due to his active military service, which included stints at the Warsaw Garrison Command, the Chancellery of the Prime Minister, and subsequently within the personnel reserve of the 12th Mechanized Division. Consequently, he was obligated to comply with regulations concerning the protection of classified information. According to the District Prosecutor’s Office in Warsaw, he failed to fulfill this obligation.

The Email Scandal and Unauthorized Handling of Classified Data

Investigators stated that the reserve colonel, lacking the required ICT security accreditation, produced and improperly marked classified information under the clauses “restricted,” “confidential,” “secret,” and “top secret,” which hindered their distinction from unclassified materials. The prosecutor’s office maintains that the military officer—while working at the Chancellery of the Prime Minister—sent classified information via a private email box to the private email account of the Head of the Chancellery of the Prime Minister, Michał Dworczyk. According to PAP reports, these materials included NATO data concerning Polish tank ammunition reserves. Following the breach of Dworczyk’s mailbox, these files leaked onto the internet and were published on the poufnarozmowa.pl portal, which also featured other emails sent to and from Dworczyk’s mailbox, though their authenticity was not confirmed by the Chancellery at the time.

Additional Charges and Seizure of Materials

The prosecutor’s office also believes that during the aforementioned period, Krzysztof G. copied, produced, saved, and stored “several hundred graphic files” on computers and flash drives that had not been security-approved. These are not the only findings. Prosecutor Skiba reported that the officer concealed an electronic classified document he had no exclusive right to dispose of, and stored copies and printouts of paper-version documents containing classified information marked as “restricted.” The reserve colonel did not plead guilty and subsequently provided explanations that, according to the prosecution, did not match the gathered evidence, including opinions from the Military Counterintelligence Service. Krzysztof G. faces up to three years of imprisonment.

The proceedings were initiated by a notification filed in October 2022 by then-KO MP and current Deputy Minister of National Defense Cezary Tomczyk. The investigation was conducted under the supervision of the 8th Military Department of the District Prosecutor’s Office in Warsaw by the Internal Security Agency in Warsaw. In November 2024, Col. Krzysztof G. was charged with abuse of powers and concealment of documents, and was interrogated as a suspect. The prosecution secured the officer’s mailboxes and searched his apartment. Investigators filed the indictment against Krzysztof G. on August 10.

Background and Career of Krzysztof G.

According to PAP reports, in 2015 Col. Krzysztof G. became an advisor to Minister of National Defense Antoni Macierewicz, participating inter alia in the concept of building the Territorial Defense Forces. In 2016, he became the head of the Organization and Replenishment Directorate in the General Staff of the Polish Armed Forces, where he dealt with matters including the Territorial Defense Forces. In September 2016, he was transferred to the personnel reserve. Media reports indicated this was related, among other things, to anti-Ukrainian statements and words of support for Vladimir Putin, in which he expressed understanding for the Russian annexation of Crimea and called the Ukrainian authorities “fascist.”

PAP reported that in 2018 Krzysztof G. became an advisor in the Chancellery of the Prime Minister, advising the Head of the Chancellery on military matters. During this period, the email scandal erupted as emails leaked into the public space from Dworczyk’s private mailbox, including messages from the colonel. Consequently, he was dismissed from the Chancellery of the Prime Minister in 2022, and in early 2023 TVN24 reported that the Military Counterintelligence Service had revoked his security clearances authorizing access to classified information.
