Investigation Discontinued by Prosecutor’s Office
The Gdańsk District Prosecutor’s Office decided to discontinue the investigation into the alleged abuse of power by President Karol Nawrocki from his time as director of the Museum of the Second World War. Investigators determined that the act bore no signs of a prohibited act after questioning dozens of witnesses and conducting a procedural experiment. The decision is not final.
Origins of the Proceedings and Media Reports
The proceedings were initiated in February 2025, covering the period from October 18, 2017, to June 2024. The inquiry followed reports that Nawrocki as director allegedly used a deluxe apartment in the museum’s hotel complex for over half a year without paying, despite living nearby. The case was widely commented on during the election campaign.
Witness Testimonies and Evidence Gathering
The prosecutor’s office noted that 41 witnesses were questioned during the investigation, including 37 current and former museum employees, with President Karol Nawrocki questioned as a witness in mid-July. Investigators also secured hotel reservation records, employee email correspondence, the director’s office calendar, and documentation regarding duties, leaves, and quarantines, alongside Supreme Audit Office (NIK) control records.
Reservation System Analysis and Quarantine
An analysis of hotel reservation lists revealed 205 days marked with notations such as “Director” or “Mr. Director,” with 186 of those marking “client did not arrive.” Based on Sanepid information, it was established that Karol Nawrocki served a quarantine in a museum apartment from November 4 to 13, 2020, performing official duties.
Procedural Experiment and Statutory Provisions
A procedural experiment showed that Karol Nawrocki had no access to and did not make entries in the KW Hotel Pro system, as reception staff made them under department head orders. Furthermore, the prosecutor explained that under the museum’s statutory provisions, the director had the authority to grant discounts and exemptions from rental fees without fulfilling additional conditions, meaning his actions did not exhaust the hallmarks of a prohibited act. The decision remains subject to appeal.
