Healthcare Personnel Offensive: Who Has Been Ousted and Who Is Advancing?

Poland’s healthcare sector is undergoing a massive leadership shake-up, spanning hospital directors, Ministry of Health officials, and regional consultants, as financial and political pressures force structural changes across the system.

Political Pressure and NFZ Leadership

The healthcare system is currently experiencing a staffing offensive. Changes are affecting hospital directors, Ministry of Health executives, and regional consultants, with growing pressure mounting on the president of the National Health Fund (NFZ). While often perceived by patients as political maneuvering, these shifts reflect deeper struggles over contracts, financial control, and the accountability of a system showing signs of severe strain.

Political tensions are currently centered on NFZ President Filip Nowak. Deputy Prime Minister Krzysztof Gawkowski has publicly called for his dismissal, citing the system’s financial instability and doctor salary disputes. Following a June 30 meeting between Prime Minister Donald Tusk, the Minister of Health, the Minister of Finance, and NFZ leadership, speculation remains regarding Nowak’s future, though no formal decision to dismiss him has been made.

Administrative Changes at the Ministry of Health

Rafał Główczyński took over as the Director General of the Ministry of Health on June 1, replacing Konrad Korbiński. While less public-facing than ministerial roles, the Director General is responsible for the administrative backbone of the office, including personnel, document workflow, and operational efficiency.

Główczyński’s appointment signals a shift toward stricter fiscal oversight. His background in supervision and control suggests the government intends to move beyond simply injecting funds, focusing instead on transparency and how capital is allocated within the healthcare sector.

Hospital Leadership Restructuring

In Warsaw, the Southern Hospital (Szpital Południowy) underwent a major management overhaul following a salary scandal involving excessive earnings and concerns over invoice oversight. The entire board, including President Anna Łukasik and medical director Agata Kusz-Rynkun, was dismissed, with Aneta Gomółka-Siembora appointed to lead and audit the facility’s organizational affairs.

Elsewhere, Stanisław Szczepaniak has been named director of the University Clinical Hospital in Poznań, emphasizing continuity, while Kamil Barczyk has been appointed to lead the integrated Bolesławiec-Zgorzelec healthcare complex. These changes reflect a regional strategy to stabilize healthcare networks through managers with proven local experience. Additionally, Jacek Graliński has stepped down as president of the Bonifraterski Medical Center after three years of leadership.

New Regional Consultations

The latter half of June saw a series of appointments for regional consultants across Poland. While these roles are often invisible to the average patient, consultants play a vital role in evaluating medical needs and shaping regional policy. On June 23, the Mazovian deputy governor appointed nine consultants, with three individuals beginning their first terms and six others continuing their service, reinforcing the oversight of the country’s largest patient market.
