Magyar Pushes for Constitutional Overhaul and Direct Presidential Elections

Hungarian Prime Minister Péter Magyar is seeking constitutional reforms, including a shift to direct presidential elections and the removal of current President Tamas Sulyok, as his government moves to consolidate its legislative agenda.

Proposed Shifts in Presidential Selection

During a Reddit “Ask Me Anything” session on Saturday, July 11, Prime Minister Péter Magyar expressed his support for transitioning from the current parliamentary presidential selection system to a direct vote by citizens. He emphasized that the decision belongs to the people and that he intends to involve the public in the upcoming constitutional process.

Constitutional Amendments and Sulyok’s Status

On Monday, July 13, the Hungarian parliament is expected to adopt the 17th constitutional amendment. The core objective of this change is to enable the removal of President Tamas Sulyok, who was elected by the previous administration. Magyar stated that Sulyok will have five days to sign the amendment; failure to do so will trigger procedures for his removal from office.

Reform Package and Political Opposition

The proposed amendment includes 12 points, such as limiting the terms of members of parliament to three and establishing an office dedicated to recovering assets embezzled during the era of Viktor Orban. On Thursday, July 9, Orban’s party, Fidesz, protested the attempt to remove Sulyok, claiming the moves are unconstitutional.

Legislative Timeline and Majority Control

Magyar aims to have a new president in office by August 20, following an autumn reform of the constitution. While Sulyok’s current term is slated to last until March 2029, the Prime Minister’s Tisza party holds a constitutional majority in parliament, controlling 141 of the 199 seats, providing the necessary leverage to pursue these legal changes.
