Ministry of Health Announces Overhaul of Rehabilitation Services

The Polish Ministry of Health has released a draft regulation introducing significant changes to state-funded rehabilitation, focusing on standardized qualification criteria, extended outpatient sessions, and enhanced roles for physiotherapists starting in 2027.

New Qualification Criteria

The Ministry of Health has introduced a draft regulation currently under public consultation until August 6. The proposed changes aim to better align rehabilitation services with actual patient needs, streamline access, and clarify referral criteria for specific treatment types.

A key update involves implementing uniform qualification criteria. Patient placement for specific therapies will now depend on a specialized medical scale and the International Classification of Functioning, Disability and Health (ICF).

Expanded Access and Physiotherapist Authority

The duration of state-funded (NFZ) outpatient physiotherapy will increase by 50 percent, moving from 10 to 20 days. Additionally, access to home-based rehabilitation will be prioritized for patients unable to reach medical facilities due to their health conditions.

Physiotherapists will gain new professional powers, including the ability to qualify patients for specific procedures, establish treatment goals, and monitor clinical progress. Furthermore, patients with lung diseases will gain access to local rehabilitation services outside of specialized centers.

Pediatric Rehabilitation Changes

The reform specifically addresses the needs of minors by introducing dedicated inpatient rehabilitation services for children. The Ministry expects this structural change to facilitate better care contracting tailored to the requirements of the youngest patients.

The proposed regulations regarding guaranteed medical rehabilitation services are scheduled to take effect on January 1, 2027.
