MSWiA Introduces Extra Pay for State Fire Service Personnel Assigned Tasks

The Ministry of Interior and Administration is planning to introduce additional remuneration for State Fire Service firefighters performing assigned tasks beyond their regular service duties.

Additional Remuneration for PSP Firefighters for Assigned Tasks

MSWiA plans to introduce the possibility of receiving additional remuneration for assigned tasks exceeding official duties for State Fire Service (PSP) firefighters. This concerns tasks financed, among others, from the European Union budget.

A draft amendment to the regulation regarding the amounts and conditions for receiving additional remuneration by State Fire Service firefighters for performing assigned tasks that exceed official duties has been submitted for consultation. It stems from the need to introduce the possibility of paying additional remuneration to PSP firefighters for executing tasks specified in a program or project implemented by a PSP organizational unit using funds derived from the European Union budget, non-repayable funds from other foreign sources, or originating from the state budget, including subsidies.

The introduction of the planned regulations will enable a clear definition of the remuneration rules for firefighters participating in the implementation of programs and projects, which will contribute to streamlining project execution, reducing interpretative doubts, and ensuring uniform practice in the organizational units of the State Fire Service, following the model adopted in the police, assessed MSWiA.

Costs related to financing the additional remuneration will be covered from funds planned in the budgets of a given program or project implemented by a State Fire Service organizational unit using funds derived from the EU budget, non-repayable funds from other foreign sources, or originating from the state budget, including subsidies. Due to the urgent need to pay PSP firefighters additional remuneration for completed tasks mentioned above, the planned regulation is expected to enter into force on the day following the date of announcement.

How Will the Payment of Additional Remuneration Look?

According to the draft amendment to the regulation, the additional remuneration will be specified directly in the implementation agreement for the program or project carried out by a State Fire Service organizational unit, in the management agreement for that program or project, or in another document certified by the institution managing that program or project. The firefighter’s additional remuneration will be calculated separately for each type of task.

According to the draft, the additional remuneration will be paid to the firefighter.

How Much Does a PSP Firefighter Earn?

The monthly salary of a PSP firefighter consists primarily of base pay and salary supplements. The right to remuneration arises on the day the firefighter is appointed to their first service position.

A firefighter’s base pay is established according to the rate corresponding to the salary group due for a given service position and constitutes a multiple of the base amount determined by the budget act. According to the 2026 budget act, starting from January 1, 2026, the base amount for firefighters increased from PLN 2,193.21 to PLN 2,259.01 gross, meaning a 3 percent increase – just like for all budgetary sphere employees.

A firefighter’s base pay increases due to length of service in the State Fire Service, starting from the day of documenting held service periods, by 2 percent after 2 years of service. Afterward, it increases by 1 percent for each subsequent year of service up to 20 percent after 20 years of service. After this time, it increases by 2 percent for every subsequent 2 years of service exceeding 20 years, up to 32 percent after 32 years of service. Upon reaching 35 years of service, the increase in the firefighter’s base pay amounts to 35 percent.
