President Karol Nawrocki’s comments on the EU’s SAFE program, delivered on Monday, June 22, were met with a succinct four-word rebuttal from Prime Minister Donald Tusk via social media.

Tusk, Morawiecki, and Sikorski React
Following the President’s remarks, Prime Minister Donald Tusk responded on X with a brief, dismissive message: “You don’t say…” and attached a video clip of Nawrocki. Former Prime Minister Mateusz Morawiecki joined the fray, criticizing Tusk and noting that the SAFE loan would cost Poland 43.7 billion euros.
Foreign Minister Radosław Sikorski also commented, suggesting that the President and the right wing had shifted their stance, claiming they would soon argue they supported the program all along while simultaneously claiming credit for preventing other controversies.
Implementation of the SAFE Program
The SAFE program provides 150 billion euros in EU support, primarily for military equipment procurement. Although the European Commission allocated 43.7 billion euros to Poland, Karol Nawrocki vetoed the implementing legislation in March.
In response, the government passed a resolution authorizing the Ministers of Defense and Finance to sign the necessary SAFE documents. The agreement was finalized on May 8.
Domestic Alternatives and Future Policy
President Nawrocki previously submitted a “Polish SAFE 0%” project to the Sejm, which proposed utilizing National Bank of Poland profits. The Polish People’s Party (PSL) introduced an analogous project, with Władysław Kosiniak-Kamysz stating the PSL version corrects flaws in the President’s proposal.
Infrastructure Minister Dariusz Klimczak announced on June 17 that the government would soon deliberate on the PSL-backed project.
Demographic Focus at Poland Future Summit
During the Poland Future Summit in Warsaw, held under his honorary patronage, President Nawrocki emphasized national strategic challenges. He argued that security and development are inseparable, with demography serving as the foundation for both.
