The Ministry of Infrastructure has unveiled a draft amendment requiring first-aid kits in new passenger cars and imposing factory-level speed limiters on electric scooters, both effective after March 31, 2027.

Mandatory first-aid kits for new registrations
The government is introducing a requirement for first-aid kits in passenger vehicles. According to the draft regulation, this mandate will apply exclusively to cars registered for the first time after March 31, 2027, preventing immediate financial burdens on owners of existing vehicles.
Police will verify compliance during road checks by referencing the first registration date in the Central Vehicle Register. Currently, this obligation applies primarily to taxis, buses, and driving school vehicles.
Required safety kit contents
While the final list of supplies will be defined in the regulation’s annexes, the mandatory kits are expected to include essential materials. Drivers of new cars will likely need to carry sterile bandages, tourniquets, triangular slings, thermal blankets, protective gloves, and wound disinfectants. Current law only requires a warning triangle and a functional fire extinguisher.
Factory-locked speed limits for e-scooters
The amendment also addresses the illegal modification of electric scooters and personal transport devices. Manufacturers and importers will be strictly prohibited from selling devices that can be mechanically, electronically, or programmatically modified to exceed the 20 km/h speed limit.
This requirement will apply to all devices produced after March 31, 2027. These technical safeguards are designed to prevent the unauthorized speed increases that have contributed to numerous accidents on sidewalks and bicycle paths.
New technical standards for special vehicles
The legislation includes broader updates to technical conditions for privileged vehicles and agricultural tractors. These reforms aim to align Polish construction standards with current European Union safety requirements and standardize homologation procedures for agricultural machinery and emergency service vehicles.
