What Purpose Does the Senior Voucher Serve?
Supporting seniors is viewed by policymakers developing senior policy as more than just financial aid, but also help in meeting basic daily living needs. This is precisely the aim of the senior voucher, which enters into force along with the Act on Older Persons and Long-Term Care Coordination in just a few days.
The introduction of the senior voucher responds to the needs of an aging society and aligns with the Government Senior Policy Program. Data shows that by 2050, the population of people over 60 will rise to 12.4 million, making up nearly 40 percent of society, which carries specific consequences including a shrinking workforce and a growing number of family members limiting their professional activity to care for aging relatives.
The senior voucher aims to support those wishing to care for seniors within their families while realistically helping the oldest members of society with daily functioning. In the first two years of the program, the state budget will allocate 1 billion PLN for this purpose, and half that amount in subsequent years, establishing a realistic way for senior policy to stay ahead of demographics.
Who Is Eligible for the Senior Voucher?
The support provided under the act establishes help for individuals who have completed their 65th year of life, have unmet needs regarding basic daily living activities, and are citizens of Poland, the European Union, the European Economic Area, the Swiss Confederation, or the United Kingdom of Great Britain and Northern Ireland.
Additional criteria require beneficiaries to reside in Poland throughout the entire period of using the voucher and to meet the income threshold defined in the act, meaning their average monthly income under the family benefits act did not exceed 3,410 PLN in the three months prior to submitting the application.
Crucially, the legislator specified a detailed catalog of benefits and allowances that exclude eligibility for the senior voucher, including establishment of the right to a special care allowance, nursing benefit, or caregiver’s allowance; use of the supportive benefit; use of specialized care services in support centers; use of care services or personal assistance co-financed from government programs; and use of round-the-clock stationary care in a care-treatment facility or nursing-care facility, institutional care, or round-the-clock care provided to disabled, chronically ill, or elderly individuals by other entities, with exceptions for temporary and one-time care not exceeding 14 days.
What Does the Senior Voucher Assistance Involve?
The senior voucher is designed to provide real help in meeting basic daily living needs, but it is not a monetary benefit. Additional money will not be transferred to seniors’ accounts or hands; instead, funds will be directed to municipalities implementing the program, which will provide support.
In particular, this support will consist of help with daily activities such as dressing, preparing meals, moving around, or maintaining cleanliness; hygiene and nursing care; support in using health benefits; and ensuring contact with the environment, including intellectual or physical activation.
This delivery format ensures that elderly members in need receive caregiver assistance, while municipalities receive funds to organize this help, among other means by employing caregivers.
When Will It Be Possible to Apply for the Senior Voucher?
The Act on Older Persons and Long-Term Care Coordination was promulgated on July 23, 2026, and enters into force on August 7, 2026, with one exception. However, this does not mean seniors can submit applications for help already in August.
The legislator established that the detailed method of granting and implementing the voucher, the entities granting and implementing it, the financing mode, and program monitoring will be determined by the Council of Ministers in an appropriate regulation, which has not been published to date.
What remains certain is that the senior voucher will be implemented first in municipalities that previously did not provide public care services for seniors. In the next stage, funds will go to municipalities where public care services are implemented for no more than ten individuals, and finally to municipalities with the highest projected growth dynamics in the number and percentage of seniors.
Preliminary assumptions indicate that the planned start date of the program, and thus the acceptance of applications for the senior voucher, is estimated for early September, with the immediate future showing whether this deadline will be met.
