As the Ukraine Recovery Conference begins in Gdańsk, Ukrainian officials have confirmed that Foreign Minister Andrii Sybiha will not attend, with Deputy Prime Minister Yulia Svyrydenko leading the delegation instead.
Strategic shift in diplomatic participation
Ukrainian MFA spokesperson Heorhii Tykhyi explained that this year’s conference does not require the personal attendance of the foreign minister. He noted that the Polish and Ukrainian focus has shifted toward pragmatic aspects, including governance, economy, security, infrastructure, and business, rather than strictly diplomatic dimensions.
Tykhyi emphasized that the Ukrainian side is fully engaged and supported by the highest levels of government. The delegation is led by First Deputy Prime Minister Yulia Svyrydenko, with Kyiv aiming for measurable results and specific decisions to support Ukraine during the fifth year of Russian aggression.
Tensions over historical narratives
The conference takes place amid strained Polish-Ukrainian relations following President Zelensky’s decision to name a Ukrainian military unit after the heroes of the UPA. This move triggered significant backlash from Polish officials, including Prime Minister Donald Tusk and Deputy Prime Minister Władysław Kosiniak-Kamysz, and led to the revocation of the Order of the White Eagle previously awarded to Zelensky.
While diplomatic sources suggested earlier in the week that Zelensky was considering an arrival in Poland, the final decision was to send Svyrydenko to head the delegation. Additionally, First Lady Olena Zelenska will not attend her scheduled debate at the University of Gdańsk, though the event will proceed as planned.
