New Joint Ticket Rules
In one of Poland’s municipalities, passengers will be able to travel for 24 hours using buses from two operators, freely switch lines, and make an unlimited number of trips for 16 PLN. The joint 24-hour ticket will come into effect on September 1, 2026, with a reduced version costing 8 PLN. This is not the first measure in the country to introduce preferential public transport for residents.
The new offer will cover Rybnik’s public transport and the lines organized by the Intermunicipal Transport Union based in Jastrz臋bie-Zdr贸j. Passengers purchasing the joint ticket will not need to check which organizer operates a specific line or buy a new ticket after transferring. The document will be honored on all buses of both systems, and its validity will last exactly 24 hours from the moment of purchase.
Pricing and Validity
The price of the regular ticket has been set at 16 PLN, while the reduced ticket costs 8 PLN. During this time, passengers can make any number of trips and transfer between the lines of Rybnik and MZK Jastrz臋bie-Zdr贸j. The ticket is not valid only until the end of the calendar year day; if purchased in the afternoon, it remains valid until the same hour the following day.
The agreement initiating the integration was signed on August 4 at the Rybnik City Hall. The document was signed by Rybnik Mayor Piotr Kuczera, Marklowice Mayor and MZK Management Board Deputy Chairman Wies艂aw Mika, and Rydu艂towy Deputy Mayor and union board member Mariola Bolis臋ga.
Purchase Channels and Commuter Impact
The joint 24-hour ticket will be available through two sales channels: directly from the bus driver or electronically via the zBiletem.pl application. Organizers have not announced the introduction of a separate card or the requirement to create an account in an additional system at this stage.
The joint offer is primarily significant for people regularly commuting between Rybnik and municipalities served by MZK. This applies to passengers traveling to work, schools, and universities from Czerwionka-Leszczyny, Marklowice, Rydu艂towy, Radlin, or Psz贸w. Previously, crossing the boundary between two transport systems meant using separate tariffs, which will now be replaced by a single document from September 1.
Uniform Concession Rules
Rybnik and MZK have also adopted a joint catalog of eligibility for the 8 PLN reduced ticket, ensuring rules do not change when boarding the second operator’s bus. Eligibility must be confirmed with an appropriate document and, where specified by the tariff, a document indicating the place of residence.
Reduced tickets will be available to learning children and youth from the age of 7 until the end of their education, no later than the end of the calendar year in which they turn 21. The offer also covers juvenile workers undergoing vocational training, disability pensioners, and individuals aged 65 and over.
The list also includes children from large families holding the Large Family Card, parents and spouses of parents holding such card, and operators of family orphanages. The announcement also covers owners and co-owners of passenger cars who present a valid vehicle registration certificate with a current technical inspection and a purchased single ticket.
Future Integration Plans
The 24-hour ticket is the first stage of the agreement rather than a closed project. If the solution receives sufficient interest, cooperation may be expanded to single and period tickets, including monthly passes, with organizers also considering aligning sales systems, mobile apps, and passenger information.
Decisions regarding subsequent products will be preceded by an analysis of ticket sales and experiences from the initial months of the offer. The agreement also leaves open the possibility of incorporating additional local governments into the wider transport system.
Alternative Municipal Transport Models
Local governments in Poland apply various methods to reduce travel costs. In neighboring 呕ory, Free Municipal Transport operates across nine year-round lines and one holiday line without fare validators or ticket controls. Free rides on all municipal lines within Be艂chat贸w’s administrative boundaries have been in effect since July 1, 2015.
Lubin Passenger Transport has a much larger reach, expanding across the Lubin county by July 1, 2016. By 2026, the system serves six municipalities across three counties with over 8 million annual passengers and maintenance costs estimated at 25 million PLN. Starachowice adopted a model offering free travel since April 1, 2022, for individuals paying taxes in the city, transporting nearly 16 million passengers over four years.
Regional Rail Integration
Tariff integration is not limited to buses, as the Joint Regional Ticket enables unlimited travel on trains of eight operators: Koleje Wielkopolskie, Koleje Mazowieckie, Warszawska Kolej Dojazdowa, Koleje 艢l膮skie, Koleje Ma艂opolskie, Arriva RP, Koleje Dolno艣l膮skie, and 艁贸dzka Kolej Aglomeracyjna. Under conditions valid from March 16, 2026, the nominal ticket is valid for 24 hours and costs 59 PLN.
The Rybnik and MZK Jastrz臋bie-Zdr贸j offer has a smaller scope but operates on a similar principle, allowing passengers to use services from more than one organizer without analyzing separate price lists.
