PiS Paid Grom Group Nearly 2.5 Million PLN Last Year for Security Services

Data from the National Electoral Office reveals that Law and Justice transferred nearly 2.5 million PLN across 24 payments last year to the private security firm Grom Group.

Origins and Scope of Grom Group

The Grom Group company has been operating since 2010 and was founded by former GROM commandos Tomasz Kowalczyk and Wojciech Grabowski. For over a decade, Grom Group has been responsible for the security of PiS leader Jarosław Kaczyński.

In a statement issued in 2021, the party reported that the company also protects the Law and Justice headquarters on Nowogrodzka Street and, depending on the situation and assessment of potential threat, other members of the party leadership as well. Furthermore, last year Grom Group employees protected Karol Nawrocki during the election campaign.

Payments and Financial Details

Data provided to a Gazeta.pl journalist by the National Electoral Office shows that last year the Grom Group company received 24 transfers from Law and Justice totaling nearly 2.5 million PLN. Here are the details:

For comparison, as reported by the weekly “Polityka”, in 2019 PiS transferred approximately 2 million PLN to the company.

On Monday, July 20, we asked PiS spokesperson Rafał Bochenek for information on exactly which services offered by Grom Group the party utilized last year. Similar questions were sent to the company. No response was received by the time of publication.

Party Budget and Company Revenues

Spending on security accounted for approximately 8 percent of the budget at the disposal of Law and Justice last year. The party’s total revenues in 2025 amounted to approximately 32.3 million PLN. As we reported in May on Gazeta.pl, PiS received a total of approximately 13.4 million PLN in subsidies from the Ministry of Finance, alongside donations of approximately 11.3 million PLN and membership dues of approximately 2.4 million PLN.

However, cooperation with Law and Justice proved crucial from the perspective of Grom Group’s finances, accounting for approximately 40 percent of the company’s revenues. Grom Group’s financial report for last year shows that the company recorded over 6.1 million PLN in revenue and approximately 520,000 PLN in profit, compared to approximately 6.5 million PLN and approximately 609,000 PLN respectively the previous year.

Other State and Foundation Contracts

In 2021, the then-senator (now KO MEP) Krzysztof Brejza established that during the PiS rule, services from Grom Group were also utilized by the Ministry of Culture headed by Piotr Gliński, among others. In the years 2017-2018, the ministry paid the company a total of 117,000 PLN for securing events.

In turn, Onet.pl revealed last year that the Grom Group firm also protected the headquarters of the Polish National Foundation from December 2023 to March 2024 for over 100,000 PLN. This was in addition to over 15,000 PLN for searching for potential wiretaps in the PNF office.
