PKW Decisions on Annual Political Party Reports
On August 6, the State Electoral Commission adopted resolutions regarding the annual financial settlements of political groupings. Regarding general financial information, the PKW accepted the documentation of the Polish People’s Party, New Left, Law and Justice, Civic Coalition, Greens, Confederation, and Poland 2050 without reservations. Minor deficiencies were demonstrated only in documents submitted by Nowoczesna and Initiative Poland.
Evaluation of Funding Sources and Identified Errors
The PKW also addressed reports on the sources of acquiring financial funds over the past year. In this case, the documents of New Left, Civic Coalition, Poland 2050, and Confederation were accepted without any comments. However, the PKW noticed irregularities in the settlements of PSL, PiS, the Greens, and Nowoczesna, though the Commission emphasized that these errors do not constitute grounds for rejecting the reports.
Specific PSL and PiS Reporting Deficiencies
For the Polish People’s Party, the charges concerned omissions in the online Public Information Bulletin, as the party failed to maintain the legally required register of contracts and list of contributions from individuals exceeding 10,000 PLN during part of the reporting period. Law and Justice failed in its reporting obligation by incorrectly booking flows within the Electoral Fund, entering approximately 2.4 thousand PLN as revenue and expenditure that was immediately returned to donors, meaning the report did not correspond to the actual state.
Court Dismissal Concerning PiS Financial Subsidies
This is not the first problem PiS has faced with financial statements, as the Supreme Administrative Court announced on Wednesday, August 5, the dismissal of a cassation regarding a June Warsaw Provincial Administrative Court ruling. The case concerned the PKW’s rejection of the PiS financial report from the 2023 parliamentary elections due to irregularities in campaign fund expenditures totaling 3.6 million PLN, with PiS having appealed the Ministry of Finance decision reducing election subsidies and the 2024 operating subsidy.
