Legislative Progress and Voting Breakdown
The amendment to the Law on School Education, supported by 420 deputies, has moved to the Senate for further deliberation. Six deputies from the Confederation party voted against the measure, while four members abstained from the vote.
Scope of the New Regulations
Starting in 2026, students in public and private primary schools will be barred from using mobile phones and devices capable of communication, audio, or video recording during school hours. This prohibition includes breaks, extracurricular activities, and off-site classes like physical education.
Exemptions and Enforcement
Exceptions are granted if a teacher deems a device necessary for educational purposes, if a student requires urgent contact with parents, or for health-related monitoring applications with school director approval. In cases of non-compliance, schools may implement disciplinary measures or impact a student’s conduct grade.
Expansion to Early Education
Following an approved amendment, the ban now explicitly includes kindergartens and preschool units. Deputy Minister of Education Katarzyna Lubnauer emphasized that the ministry supports this measure to curb the prevalence of smartphones and smartbands among the youngest children.
Implementation Logistics
Schools are authorized to establish secure storage areas for electronic devices. Decisions regarding these storage policies will be made by the school director, in agreement with the teachers’ council and parent board, after consulting the student government.
