Dismissal of Investigation
The District Prosecutor’s Office in Rzeszów has formally discontinued the investigation into the alleged abuse of power and unauthorized use of public funds by the Subcarpathian regional board during the organization of the CPAC conference. Prosecutor Krzysztof Ciechanowski confirmed that the decision was based on a lack of evidence that any prohibited act had occurred.
The inquiry was initiated following a formal complaint by regional councillor Krzysztof Kłak, who alleged that board members had mismanaged public budget funds for the event held in Jasionka on May 26–27, 2025. The investigation focused on potential violations of Article 231, paragraph 1 of the Penal Code.
Roles and Responsibilities in Organization
Investigators determined that Telewizja Republika SA served as the primary organizer, with the Subcarpathian region acting as a co-organizer. The event was framed as a business gathering intended to promote regional economic development and exchange expertise on modern economic challenges.
Telewizja Republika was responsible for securing the CPAC brand rights, managing participant registration, inviting speakers, and selling tickets. The regional government’s contribution included renting the ZEN.com EXPO venue for over 186,000 PLN and contracting the firm JUSTPOINT P.S.A. for over 1 million PLN to handle audiovisual services and simultaneous translation.
Legal Status and Next Steps
The prosecutor clarified that the region did not enter into separate advertising contracts related to the Zondacrypto brand, as these were managed independently by Telewizja Republika. The current decision to drop the case is not yet final, as it remains subject to potential appeals which would be reviewed by a court.
