The Radom-East District Prosecutor’s Office discontinued the investigation concerning the incidents from the March 27, 2025 session, which was convened over plans to establish a Foreigner Integration Center in the city. The meeting was interrupted after Robert Bąkiewicz took the rostrum and failed to comply with orders to leave it.

Details of the Five Investigated Threads

According to information provided to the Polish Press Agency by Cezary Ołtarzewski, head of the Radom-East District Prosecutor’s Office, the proceedings covered five separate threads. Two were dismissed after finding that the examined behaviors did not exhaust the hallmarks of a prohibited act, while the remaining three were closed due to the undetected identities of the perpetrators.

The first thread involved Bąkiewicz occupying the rostrum, refusing to leave voluntarily, and directing threats at councilors intended to force a specific voting method. The second covered suspected violence or threats against municipal guards attempting an intervention. The prosecution determined the gathered material did not qualify these actions as crimes.

Legal Assessment and Unresolved Perpetrators

The discontinuance does not mean the prosecution denied that the rostrum occupation, refusal to leave, or service intervention occurred. The decision concerns the criminal-legal assessment of these events, establishing that two analyzed threads failed to meet statutory criteria for criminal liability.

The remaining portion of the investigation referred to acts whose perpetrators could not be identified, including the distribution of leaflets and posters potentially undermining councilors’ trust. Investigators also examined the bodily violation of a female councilor through spitting and death threats directed at another local official.

Origins of the Inquiry and Council Proceedings

In these three instances, the dismissal was due to failing to detect responsible individuals rather than a lack of prohibited acts. The proceedings were initiated following a notification submitted by Radom City Council Chairman Mateusz Tyczyński, who announced legal steps immediately after proceedings were suspended.

The extraordinary session was called at the request of the Law and Justice councilor club, with local parliamentarians participating. Robert Bąkiewicz arrived with supporters, approached the presidium table, and demanded the floor before occupying the rostrum when denied permission.

Context of the Foreigner Integration Center Controversy

Local government representatives noted during discussions that the planned Foreigner Integration Center was not a municipal venture. Radom Secretary Rafał Górski explained that the municipality was not running the facility or shaping migration policy, as the project was prepared at the Masovian Voivodeship level.

Opponents linked the facility to the EU migration pact and potential migrant intake, though the centers were intended solely for legally residing individuals to access administrative procedures, labor markets, and language learning. Ultimately, the project was scaled back to Warsaw and NGO cooperation, and the planned center in Radom was never established.
