Sobierańska-Grenda Unveils Sweeping Healthcare Reform Plan

Health Minister Jolanta Sobierańska-Grenda announced a series of systemic reforms on Wednesday, targeting physician salary caps, standardized hospital cost structures, and the eradication of queue-jumping practices in public healthcare.

Salary Caps and Cost Controls

The Ministry of Health plans to establish maximum spending limits for staff salaries within hospital budgets. Recommendations from the Agency for Health Technology Assessment and Tariffication, expected by the end of August, will categorize hospitals into seven tiers based on their specific personnel and service requirements.

Minister Sobierańska-Grenda aims to incentivize institutions that meet these benchmarks while introducing penalties for those that exceed them. The government also intends to set a gross hourly wage cap of 240 PLN for public healthcare workers, a move designed to curb extreme earnings and manage rising personnel costs.

Regulating Employment and Professional Contracts

The Ministry plans to end the practice of hospitals contracting services through external physician-run companies, citing concerns over transparency. Under new rules, hospitals must disclose the terms of service for all contracted professionals.

Medical staff will be required to hold at least a half-time contract at one primary hospital. Any additional work in other facilities will require formal employer approval. The Ministry is currently leaning toward a two-job limit per medic to ensure practitioners remain well-rested.

Centralized Registration and Patient Equity

To prevent systemic abuse, the Ministry will accelerate the rollout of a central e-registration system, aiming for completion within two years. By the end of 2027, the system will cover 39 medical specialties, ensuring that every appointment is tracked and transparent.

A new e-queue system will be implemented by the end of this year to manage elective procedures. This tool is designed to guarantee fair access to hospital care, allowing patients to monitor their place in line and choose providers based on quality rather than personal connections.

Political Accountability and Systemic Oversight

Acknowledging deep-rooted flaws in the Polish healthcare system, the Minister noted that years of neglect have allowed for unchecked salary inflation and opaque reporting. These reforms follow direct pressure from Prime Minister Donald Tusk, who demanded concrete solutions to address public outcry over high medical earnings and mismanagement.
