What is the supplementary allowance and who is eligible for it?
The supplementary allowance is a benefit paid to individuals struggling with the most severe degrees of disability. These funds are intended to partially cover the growing expenses associated with the constant care of third parties, the purchase of medicines, and specialized rehabilitation.
However, the support does not go to all beneficiaries. The law precisely defines the formal conditions.
How much is the supplementary allowance in 2026?
The legislator provided for a fixed amount of the benefit, which is valorized annually pursuant to the provisions of the Act on Pensions from the Social Insurance Fund (FUS). According to Article 6a paragraphs 5–7 of the Act of June 27, 2003 on Social Pensions, the amount of the supplementary allowance is subject to annual valorization starting from March 1st. Valorization consists of multiplying the amount of the allowance by the valorization index (the average annual total consumer price index for goods and services in the previous calendar year). As a result of the valorization carried out, the amount of the allowance cannot be reduced.

An important procedural improvement was the expansion of powers for medical personnel. Applications and the health status of applicants can be co-evaluated by authorized nurses. This solution significantly shortened the waiting time for medical boards, enabling the efficient issuance of administrative decisions and the reduction of bureaucratic backlogs.
Automatic payment or application? How to obtain funds
The procedure for granting the benefit depends on the legal and medical situation of the beneficiary as of the date the regulations entered into force. What does this mean in practice?
1. Granting ex officio (without an application): Persons who as of January 1, 2025 already held a valid certificate of inability to live independently do not need to submit any documents. ZUS grants the allowance automatically, sending official information by mail and posting it on the Electronic Services Platform (PUE/eZUS) account.
2. Granting upon application: Persons who did not previously hold such a certificate must go through the standard procedure. This involves the necessity of submitting a complete set of documents.
How to submit documents? Documents can be delivered in person to a ZUS office, sent by post, or sent electronically via the PUE/eZUS portal (POG form).

How the regulations work in practice regarding document submission deadlines and the determination of the right to support is explained through examples.
Example 1: Ex officio payment. Mr. Tomasz collects a social pension and has held a certificate of inability to live independently since 2023. ZUS granted him the supplementary allowance ex officio, paying the due benefit along with compensation from the date the regulations entered into force (January 1, 2025).
Example 2: Submitting an application. Mrs. Anna obtained the required OL-9 certificate and submitted an EDD-SOC application to ZUS. The pension authority has 30 days to issue a decision from the moment the last necessary circumstance is clarified (e.g., the finality of the certificate). The benefit will be granted to her starting from the month in which she submitted the application.
In the event of a refusal decision, the applicant has the right to file a free appeal to the labor and social security court via ZUS within one month from the date of delivery of the document.
