Tusk Issues Ultimatum on Hospital Reform: Ending VIP Access and Queue Manipulation

Prime Minister Donald Tusk has demanded immediate action from the Health Ministry and National Health Fund to curb queue-jumping and preferential treatment in public hospitals following scandals in Warsaw.

The Push for Centralized E-Registration

The government is accelerating the implementation of a central e-registration system to ensure transparency in doctor appointments. Prime Minister Tusk stated that the system, expected by year-end, will track patient scheduling and identify unauthorized priority access based on personal influence or managerial decisions.

While the Ministry of Health previously planned a mandatory rollout for certain specialties by July 2026, the government now intends to use the e-registration tool as an immediate mechanism to seal gaps in the entire public healthcare system.

Ending VIP Treatment and Informal Lists

The Prime Minister has targeted so-called “VIP lounges” and informal patient lists in public hospitals, labeling them unacceptable. These practices, which allow individuals to bypass official queues through connections with hospital directors or local officials, are being framed as a systemic failure requiring urgent intervention.

The scandal at the Southern Hospital in Warsaw has served as a catalyst for these reforms, exposing weaknesses in institutional oversight and the creation of privileged treatment paths that undermine equal access to healthcare.

Accountability and Prosecutorial Action

The Southern Hospital case has already triggered resignations and audits, with the matter currently under investigation by the prosecutor’s office. Authorities are looking into allegations of unequal treatment and financial irregularities, including cases involving former staff members.

Prime Minister Tusk emphasized that the government is committed to holding those responsible for law-breaking accountable. The situation at the Warsaw facility is now viewed as a precursor to a wider, national inspection of practices within the public health sector.

NFZ Inspections and Systemic Irregularities

Data from the National Health Fund indicates widespread issues, with 94% of inspections in 2024 revealing irregularities, leading to 25 notifications to the prosecutor’s office. Similar patterns of oversight failure have been observed in 2025 and early 2026.

Beyond queue-jumping, the government is investigating fictitious duty shifts, improper billing, and unjustified salary structures. Tusk clarified that while high physician wages are not the issue, the lack of control over public spending and performance-based billing remains a critical priority.

Government Deadlines for Healthcare Officials

Tusk has tasked the Minister of Health and the NFZ leadership with delivering concrete reform recommendations by Tuesday. If these proposals fail to satisfy the administration, the Prime Minister has warned that personnel changes will follow on Wednesday.

The government is calling for cooperation from the medical community to help eliminate informal arrangements. This ultimatum serves as a pressure tactic, signaling that the administration intends to move beyond symbolic dismissals toward comprehensive systemic enforcement.
