Ukraine Appoints Serhii Koretsky as Prime Minister

The Ukrainian parliament has officially confirmed Serhii Koretsky, former head of the state energy group, as the country’s new prime minister following the resignation of Yulia Svyrydenko.

Parliamentary Vote and Cabinet Confirmation

In a parliamentary session, 318 deputies participated in the vote, with only Geo Leros, a former advisor to Zelensky, voting against. Seven members abstained, and 21 did not participate. Following the premiership vote, the parliament approved 16 members of the new government with 264 votes in favor.

Key ministers retained from the previous administration include Denys Shmyhal as First Deputy Prime Minister and Minister of Energy, alongside the ministers for culture, finance, health, youth and sports, and social policy. Separate votes will determine the appointments for the ministers of defense and foreign affairs.

Outlining his vision, Koretsky emphasized that his administration’s priorities include the full support of the Defense Forces, the development of the military-industrial complex, and social protection for citizens, particularly in frontline communities. He underscored that economic stability and Ukraine’s integration into the European Union remain central to his mandate.

European Commission President Ursula von der Leyen expressed her expectation for excellent cooperation with the new Prime Minister, pledging full support for Ukraine’s reform agenda. President Zelensky identified Koretsky as the most capable candidate to lead the nation through the upcoming winter and to manage the current wartime challenges.

Background and Professional Career

Born in Lutsk in 1978, Serhii Koretsky holds degrees in automotive engineering, business economics, and an Executive MBA from the Kyiv-Mohyla Business School. His expertise extends into the oil and gas sector, having served as a manager in state energy enterprises.

Koretsky was appointed head of Ukrnafta in November 2022 following the state’s takeover of oligarch Ihor Kolomoisky’s energy assets. Zelensky’s selection criteria for the role focused on recruiting a high-level market manager with a reputation for integrity. Koretsky served as the head of the Naftogaz group starting May 14, 2025.
