White House Releases 14-Point Preliminary Agreement with Iran

Senior officials in the Donald Trump administration unveiled a 14-point preliminary agreement with Iran on Wednesday, June 17, describing the text as a “gentleman’s agreement” pending a final, binding deal.

Status of the Diplomatic Framework

While the document was digitally signed on Sunday, U.S. officials maintain the agreement is not yet final. The administration clarified that this remains a “gentleman’s agreement” from which either side may withdraw until a comprehensive, binding settlement is reached.

A critical round of follow-up negotiations is scheduled for this weekend in Geneva. U.S. officials warned that if Iran is perceived to be stalling, the administration will quickly terminate talks, reinstate pressure, and exercise full freedom of action.

Core Terms of the Agreement

The agreement includes the immediate opening of the Strait of Hormuz and the cessation of the U.S. blockade. Provisions include a temporary suspension of sanctions on Iranian oil, the launch of 60-day negotiations regarding the nuclear program, and a potential 300 billion dollar recovery program for Iran.

Official records are more specific than previous media reports regarding the nuclear program, mandating that enriched uranium stockpiles be neutralized, at minimum, through “down-blending.” Navigation through the Strait of Hormuz will be toll-free for the 60-day negotiation period, though future fees may be established via separate agreements with Oman.

Access to Assets and Military Provisions

The agreement addresses the territorial integrity of Lebanon, though officials state this does not necessitate an immediate Israeli military withdrawal. Access to frozen Iranian assets will only be granted once implementation begins, as the U.S. insisted that Iran receive no funds until specific commitments are fulfilled.

Regarding military presence, the commitment to withdraw forces from the “neighborhood of the Islamic Republic of Iran” within 30 days of a final deal refers strictly to additional units deployed to the region in preparation for potential conflict.
