Polish President Signs Amendment to Parliamentarian Mandate Act

President Karol Nawrocki signed an amendment to the Act on the Exercise of the Mandate of a Member of Parliament and Senator on Thursday.

Amendment Separates Regulations for Parliamentary Groups and Teams

The amendment distinguishes between regulations concerning the formation of parliamentary clubs and caucuses and the rules governing the operation of parliamentary, senate, and joint committees.

The new legislation allows members of the Sejm (lower house) to establish Sejm committees and senators to form Senate committees, based on the rules of procedure of their respective chambers.

Joint Parliamentary Committees Permitted

Parliamentary committees can be created jointly by members of the Sejm and Senate, in accordance with the rules of procedure of the chamber in which the committee will operate.

The conditions for the functioning of these committees will be determined by the presiding boards of the Sejm or Senate.

No New Regulations, Just Reorganization

According to a statement from the President’s Chancellery, the amendment itself does not introduce any new regulatory provisions, but rather reorganizes existing ones, clearly stating that parliamentary committees can exist at both the Sejm and Senate levels.

Effective Date

The Act will come into force 14 days after its official publication. (PAP)
