Reuters reports that on Tuesday, December 9, Ukraine will submit an updated peace plan to the United States. The new proposal contains 20 points and is intended to bring an end to the war.
Zelensky’s Message to Washington
President Volodymyr Zelensky said that “Americans are fundamentally inclined to find a compromise”, but reminded that the issue of Ukrainian territories demanded by Russia remains disputed. He emphasized that none of these territories will be handed over.
Europe’s Voice in the Negotiations
On Monday, Zelensky organized a telephone conference with UK Prime Minister Keir Starmer and representatives from Finland, Italy, Poland, Norway, the Netherlands, Denmark, Sweden, and Turkey. NATO secretary‑general Mark Rutte, European Council president Antonio Costa, and EU Commission president Ursula von der Leyen also participated. Zelensky wrote that they are coordinating to ensure Europe’s concerns are included in all related work.
Changes From the Original 28‑Point Plan
The Axios report noted that the initial proposal had 28 points, including recognition of Crimea, Luhansk, and Donetsk as part of Russia, and a freeze of Kherson and Zaporizhzhia along the contact line. The revised plan has been trimmed to 20 points with these contentious issues reassessed.
Recent Diplomatic Interactions
Last week, Donald Trump’s envoy Steve Witkoff and president‑in‑law Jared Kushner flew to Moscow to discuss terms, followed by consultations with Ukraine in Miami. Zelensky described the talks as constructive yet challenging, while Trump expressed disappointment with Kyiv in a Sunday statement.
