11 Million Poles Struggle with This Disease. Many Unaware They’re Entitled to Benefits

Poland’s non-means-tested care allowance supports disabled citizens, but many with qualifying conditions like hypertension remain unaware of their eligibility.

Care Allowance Without Income Threshold

Polish citizens may receive a care allowance in specific situations. Its purpose is to partially compensate for costs arising from an inability to function independently. Importantly, unlike many other forms of public support, the care allowance is not dependent on the applicant’s financial situation or household income—no income thresholds apply.

Who Is Eligible for the Care Allowance?

Not everyone can access this assistance. Current regulations specify certain conditions that, while not financial, still limit the circle of eligible recipients. To qualify for the care allowance, applicants must meet specific criteria related to their health condition and functional limitations.

Assessment of Disability and Independent Living

The most critical element in evaluation remains the impact of the disease on the daily functioning of the applicant seeking benefits. In practice, this means that in 2026, assessing authorities will place particular emphasis on establishing what is called the inability to live independently. The assessment primarily focuses on the degree of self-sufficiency, the ability to perform basic daily activities such as preparing meals, and the capacity to undertake and maintain professional activity. Full medical documentation confirming the course of the illness and any hospitalizations is equally important.

Hypertension and Care Allowance Eligibility

In practice, this means that some people with hypertension are eligible for the care allowance. What matters is not the diagnosis itself, but the disability assessment and the impact of the condition on daily functioning. Essentially, a person with hypertension may receive the care allowance if the disease has led to a significant degree of disability and resulted in an inability to live independently.

For example, when severe hypertension results in serious complications—such as heart failure—this may form the basis for granting a significant degree of disability assessment, which is the first step toward receiving the care allowance.

Applying for the Allowance: Documents, Deadlines, and Emp@tia Portal

Applying for the care allowance involves specific steps requiring documentation and submission through designated channels, including the Emp@tia online portal. Applicants must follow the established procedures and meet all requirements to process their claims successfully.

Care Allowance Amount in 2026: Current Rates

The care allowance amount is modest—currently only 215.84 zł monthly. This benefit amount has remained unchanged since 2019, though an increase is projected for 2027.

Warning: When You Might Lose Your Care Allowance

Beneficiaries should be aware of certain circumstances that could lead to the loss of their care allowance eligibility. Maintaining ongoing eligibility requires continued compliance with the qualifying conditions and timely reporting of any changes in status.
