Missing Bike Card
Polish law requires a minor to possess a “karta rowerowa” – a bike card – to steer such scooters. The 14‑year‑old could not present the card, having failed the necessary exams.
Alcohol Detected
The officer called for the guardian and administered an alcohol test, which returned a result of over 0.5 promille, confirming the minor’s intoxication.
