Estonia Identifies Record Number of Russian Agents, Cites Major Threat

Estonia’s annual security report, released Monday, April 13th, identifies Russia as the country’s greatest long-term security threat amid a surge in detected agents.

The annual report highlighted Russia as the largest long-term threat to Estonia’s security. Estonia is currently celebrating the 35th anniversary of regaining its independence, with the reactivation of Kapo in 1991.

Record Number of Russian Agents Detected

Last year, Estonian counterintelligence services detected and thwarted the activities of 16 Russian agents and collaborators from GRU and FSB, marking a record high.

Recruitment Attempts at the Border

Counterintelligence officials report observing attempts to recruit “one-time” collaborators near the Estonian-Russian border for tasks like vandalism of symbolic sites and online campaigns. In 2025, Russian services also attempted to recruit minors for sabotage.

Propaganda and Disinformation Tactics

According to reports, Russia increasingly utilizes social media platforms, amplified by artificial intelligence, to spread its narratives. These narratives focus on alleged persecution of Russians in Estonia and claims that Western countries are arming for an attack on Russia.
