New Law Under Scrutiny: Why 12-Month Requirement Maintained?

Mandatory annual rabies vaccinations for dogs are once again at the center of debate. One foundation has pointed out that the requirement maintained in the new law may not align with current scientific knowledge, which indicates that modern vaccines provide protection for several years. The matter has drawn the attention of the Office of the Ombudsman for Citizens’ Rights (RPO), which has requested explanations from the Ministry of Agriculture and Rural Development.

Science vs. Law: How Long Do Modern Vaccines Actually Work?

The foundation that submitted a letter to the RPO noted that this approach does not account for advances in veterinary medicine and available protective preparations. According to the organization, since vaccines can protect dogs for up to three years, annual vaccinations should be re-evaluated. This is especially relevant given that owners face fines for failing to comply with the requirement. Meanwhile, the government bill’s justification for this matter merely states that previous solutions have been maintained.

Ombudsman Demands Explanations from Agriculture Ministry

In response to these concerns, Piotr Mierzejewski, director of the administrative and economic law team at the RPO Office, has contacted the Ministry of Agriculture and Rural Development, requesting its position. The letter is addressed to Wojciech Wojtyra, director of the Department of Food Safety and Veterinary Medicine.

Penalties for Non-Vaccination: Are Dog Owners Unnecessarily Burdened?

At this stage, there is no information whether the ministry intends to change the current regulations. The case shows, however, that even established and widely accepted regulations should be periodically verified in light of new scientific findings—especially when they generate costs for dog owners and do not always translate into real health benefits for the animals.
