In the municipality of Kęty, officials are struggling to process 651 applications, the vast majority of which seek to convert agricultural land into buildable property. Local authorities warn that the coming weeks will involve difficult decisions regarding which requests can be accommodated.

Strict New Standards for Development

New regulations prioritize urban concentration, meaning future developments must be directly adjacent to existing urbanized areas. Projects will also require guaranteed access to public roads, sewage systems, and power grids. Remote plots lacking such infrastructure risk remaining permanently zoned as agricultural land.

The Association of Polish Rural Municipalities warns that restrictive environmental policies could paralyze development. Experts caution that if land loses its building status, its market value will plummet, potentially triggering a wave of multi-million-zloty compensation claims against local governments that could severely impact municipal budgets.
