Government Announces New Changes to E-Deliveries Amid Milestone of 100 Million Sent Messages

The Polish government has announced upcoming amendments to e-delivery regulations, coinciding with the milestone of over 100 million messages sent and new integration features in the mObywatel application.

Milestone of 100 Million Deliveries

E-deliveries are gaining popularity, with the number of messages sent surpassing 100 million. More than 50 million have been sent since the beginning of 2026 alone, while the Electronic Address Database now contains 4.6 million addresses. Since July 1, the service has also been operating within the mObywatel application, making it available to everyone.

The growing volume of messages, the new mObywatel feature, and planned regulatory changes serve a single goal: making contact between citizens, entrepreneurs, and the state simpler, faster, and based on a single coherent digital standard. Setting up an address takes just a few minutes, with instructions available on the e-Deliveries website.

Growth and Official Statements

The total number of messages has exceeded 100 million, with over 50 million dispatched since the start of 2026, and 4.6 million addresses registered in the Electronic Address Database. Deputy Prime Minister and Minister of Digital Affairs Krzysztof Gawkowski noted that digital correspondence is rapidly evolving into a daily tool for citizens and institutions.

Benefits of E-Deliveries

E-deliveries serve as the electronic equivalent of a registered letter with confirmation of receipt, enabling secure and legally effective electronic document exchanges with public offices. Users can check documents online from any location at any time, maintaining a complete correspondence history in one place.

Integration with mObywatel

Since July 1, every mObywatel user has access to their e-Deliveries mailbox directly on their mobile phone, with over 600,000 messages processed through the app in the initial weeks. Poczta Polska CEO Magdalena Gaj emphasized that the service bridges the digital state with citizens who still utilize paper mail.

Regulatory Changes and Legislative Process

On July 7, 2026, the Government Legislation Center published draft laws amending the act on electronic deliveries and certain other acts, based on implementation feedback and local government proposals. The draft introduces streamlined recipient searches, clarified exceptions where e-deliveries do not apply, new deadline-calculation rules, and technical enhancements allowing integration with other electronic delivery providers.
